People across Oxfordshire are now being asked to comment on the three proposals being considered by government.
The final decision will be made by them before the summer recess of Parliament.
One Oxfordshire is a once in a generation opportunity to reinvent how our local government works – making it easier to access, smarter with money, more community focused but strong enough to lead in areas like innovation, education and public services.
It combines the best of local knowledge with the strength of countywide planning – making sure Oxfordshire remains a great place to live, work and grow for everyone.

Instead of navigating six different councils for roads, recycling, libraries or social care, you’ll have one front door for everything. One set of councillors, one chief executive, one contact point – easy, straightforward and personal
By combining efforts and cutting duplication, we will save £63 million per year in the first five years, with total net benefits hitting £163 million by year five. The money saved can be reinvested in your communities.
There’s a big focus on communities, so you know whatever is decided centrally has your needs in mind.
Core services like adult and children’s social care, SEND (special educational needs and disabilities), libraries, public health and roads won’t be split or disrupted. They’ll stay working seamlessly during and after the transition.
Oxfordshire is already connected but with a single council everything from housing and homelessness to bin collections and recycling will be brought together. One unified council will mean stronger more consistent services with one front door for you.
We’re already leaders in so many areas but one council will mean we’re speaking with a clear voice to government and investors, securing investment and allowing innovation and Oxfordshire people to thrive.
The transition is already being planned, ensuring services run smoothly while councils merge. A shadow authority will set budgets and systems, and ensure employees transfer seamlessly and local engagement continues. In April 2028 Oxfordshire Council will be ready to launch.
The proposal followed summer engagement with residents, businesses and key organisations. All that feedback helped shape One Oxfordshire, ensuring it reflects local priorities and challenges. Asking for feedback and creating opportunities to shape services will not stop with Oxfordshire Council.
